The Evergreen Park
Housing Development consisits of twenty one buildings on seven sites throughout
the City of New Bedford. The HUD Funded development is overseen by the New
Bedford Housing Authority. The buildings are two story, wood framed structures
with sloped roofs and slab on grade foundations. the buildings, constructed in
1997, had suffered from water leakage problems since their original construction
and were showing signs of premature deterioration.
The New Bedford Housing Authority retained Peterson Associates to study the
deterioration and prepare a report discussing the problems. Following an
extensive investigation it was determined that the leakage and deterioration
were caused by improperly installed building envelope systems (Roofing, Siding,
windows). During the investigation it was also discovered that the leakage had
resulted in deterioration to existing sheathing and in some cases framing
members, compromising the integrity of the building structures. Repairs were
recommended to put an end to the leakage and repair the water damages.
Peterson Associates subsequently prepared plans and specifications for the
project and assisted the Housing Authority through the bidding proccess. The
project scope included removal and replacement of siding, trim, windows, asphalt
shingle roofs and sheathing and framing determined to be deteriorated. New
high-quality shingle roofing with suitable underlayemnts as well as Cementitious
siding and rot resistant wood trim were specified to provide the New Bedford
Housing Authority with a long lasting, low maintenance exterior.
Peterson Associates also provided Contract Administartion and construction
monitoring services during the renovation construction work. full time
construction monitoring was provided as required to provide rapid solutions to
structural issues found during the work and to document existing non-conforming
construction in the original construction. This documentation will be used to
settle a case against the original project devloper.
